It was alleged that the Electricity Board had signed the contract without the permission of State Government.
CBI alleged that the Pinarayi Vijayan was supposed to recieve in quid pro quo a grant of Rs. 98.30 crore to establish a cancer hospital at Thalassery in Kannur, Mr. Vijayan’s home district. No personal gains was shown with evidence. Hence, the HC gave him a clean-chit.
