How is an Arrest Made in CRPC : Judicial Workouts Saga
Cognizable offences, where warrant from Magistrate is not required, the arrests may be made by a police officer :-
A) if anyone commits the offence in his presence
B) against whom a reasonable complaint has been made (for an offence till 7 years imprisonment)
C) where credible information was given (for offence of 7+ imprisonment)
D) proclaimed offender
E) found possession of stolen property
F) obstructing police officer
G) Deserter from defence services
H) Committed offence outside India
I) A released convict, breaching Section 356(6) conditions
J) or when another police officer sends a requisition to arrest any person (Section 41)

For Non-Cognizable offences, a warrant has to be issued by the Magistrate in writing, signed by the presiding officer of Court and sealed by the Court.(Section 70) It may be directed to one or more police officers (section 72) ; or (for immediate execution) to any other person. (Section 73).
A person so arrested must be brought before a Magistrate within 24 hours excluding the time that would taken for the journey to the Magistrate (section 76).
Such a warrant can be executed anywhere in India ( Section 77). If it is to be executed outside the local jurisdiction of the Magistrate court, the court may also forward it to an Executive Magistrate or District Superintendent of Police or Commissioner of Police of the place of such execution (Section 78) Otherwise, the police officer from the local jurisdiction of the court may take an endorsement of the Executive Magistrate or a police officer on the warrant where it is to be executed and carry out the arrest. (Section 79)
After an arrest, a person may be released -
1) if the directions in the warrant allows the police officer to release the person after taking sureties (Section 71)
2) if the person files for bail in bailable offence. (Section 436)
3) an anticipatory bail was given (Section 438)
